The Port Authority of Seville Concept of port authority
Port Authorities are public enterprises reporting to the Ministry of Development.
They are grouped together in the holding of Spanish commercial ports "Puertos
del Estado" (State Ports). They perform their functions under the general
principle of functional and management autonomy without affecting the faculties
attributed to the Ministry and those relating to Autonomous Communities.
Their actions are subject to the private legal Code even in service contracts
and corporate asset purchases except when exercising the functions of authority
attributed to them by the Code Functions of the PAS
The Port Authority of Seville came to light on January 1, 1993, heir to the
Port Board but enjoying greater autonomy and management capacity than its predecessor.
Its main functions are those described below: - It provides
various services to the vessel, either directly or through the relevant concession
holders.
- It plans the development of the land that makes up the Port
area and the way in which it is used.
- It plans the constructions of port
infrastructures which it then operates and maintains.
- It is responsible
for maritime signalling in the Port.
- It manages the Industrial Area of
the Port.
Port Authorities are entities governed by Public Law as
envisaged in article 6.5 of the General Budget Law with legal status and patrimony
independent of the State and full capacity to work for the fulfilment of their
purposes.  |
